PAIA Manual
1. Introduction
1.1
This Manual has been prepared in accordance with Section 51 of the
Promotion of Access to Information Act, 2000 (“PAIA” or “the Act”) for
Debtin Consultants (Pty) Ltd (“Debt-IN”, “the Company”).
1.2
PAIA gives effect to the constitutional right of access to information held by another person
that is required for the exercise or protection of any rights.
1.3
Debt-IN is a private profit company incorporated under the laws of the
Republic of South Africa (RSA). The Company provides:
- Business Process Outsourcing (BPO) services to private and public sector clients
- Debt recovery services
- Assistance with credit-related challenges to large institutions and small businesses

2. Purpose of this Manual
2.1
This manual facilitates requests for information required for the exercise or protection of
any right under PAIA. Requests may be subject to justifiable limitations.
2.2
If a public body makes a request, it must be acting in the public interest. If a request is made
in terms of PAIA, the requested information must be released unless the Act specifies that the
information may or must not be released.
2.3
Requests must be submitted in accordance with the procedures prescribed by the Act and may be
subject to the applicable fees.

6. Grounds for Refusal
Access to records may be refused where justified under the Act, including where the records contain:
- Personal information relating to individuals
- Certain commercial information
- Confidential information
- Privileged information
7. Procedure to Request Access to Records
- The requester must complete the prescribed PAIA request form.
- The form should be submitted to
securityofficer@customconnect.com. - The form can be requested from the Compliance Officer or obtained as PAIA Form J752C.
- If requesting on behalf of another person, proof of authority must be provided.
- The Compliance Officer will advise if any request fees are payable.
- A decision will be communicated within 30 business days, or an extension of a further 30 days may be requested.
8. Records Not Found or Non-Existent
8.1
If the requested record cannot be found or does not exist, the Company will notify the requester
via affidavit or affirmation confirming that it cannot locate the record.
8.2
The Company will also explain the steps taken to locate the record. If the record is later found,
access will be granted unless prohibited by law.
